Who Is Actually Responsible for a Northern UFO Report?

The simplest answer is that no Canadian organisation is routinely responsible for investigating every aspect of a civilian UFO report.

Instead, responsibility depends entirely on what the report appears to involve.

  • RCMP: investigates matters involving public safety, criminal offences, hazardous objects or emergency response.
  • Transport Canada and NAV CANADA: deal with aviation safety, pilot reports and possible hazards to aircraft.
  • Canadian Armed Forces and NORAD: assess whether an object represents a defence or national security concern.
  • Meteorological and scientific organisations: maintain weather observations or scientific records but generally do not conduct UFO investigations.

This means that several organisations may each examine one part of an incident without anyone assembling the complete picture. How RCMP, Aviation and Defence Priorities Differ

The agencies most commonly associated with northern sightings are often asking entirely different questions.

The RCMP is not trying to determine whether an aerial object is scientifically identified. Officers instead establish whether anyone is in danger, whether property has been damaged or whether criminal activity is involved. If none of those conditions apply, the police investigation may end even though witnesses still have unanswered questions.

Transport Canada approaches the same event through aviation safety. If a pilot reports an unidentified light or object, officials want to know whether aircraft separation, flight operations or navigation were affected. The Canadian Armed Forces and NORAD apply another filter altogether. Their concern is whether an object represents a genuine military or security threat. If radar operators or military analysts conclude there is no operational threat, the case generally does not continue simply because the object’s identity remains uncertain. For witnesses, this distinction can be confusing. Every organisation may have completed its job successfully while nobody has attempted to answer the broader question of what was actually seen.

Why Records Become Split Across Organisations

Northern cases often generate several separate records instead of one complete file.

A single sighting might produce:

  • a police occurrence report;
  • an air traffic control communication;
  • a CADORS aviation occurrence;
  • weather observations from Environment and Climate Change Canada;
  • military radar or air defence logs, if relevant;
  • media reports or submissions to civilian UFO researchers.

These records are not automatically merged.

Some information is retained for operational reasons, some for regulatory purposes, and some only if an incident meets reporting thresholds. Privacy legislation, security classifications and differing record-management systems also make routine cross-referencing uncommon. How a Case Can Be Operationally Closed but Still Unexplained

One of the biggest misunderstandings surrounding northern UFO cases is the meaning of the word closed.

In government practice, a closed file often means only that an agency has completed the work required by its own responsibilities.

For example:

  • police confirm there is no emergency;
  • aviation authorities determine there was no flight safety incident requiring further action;
  • defence authorities conclude there is no hostile aircraft or security threat;
  • weather specialists find no operational issue requiring investigation.

None of those findings necessarily identifies the original object.

Consequently, a witness may hear that every agency has “looked into” the incident while the event itself remains unexplained in the ordinary sense. This administrative outcome differs significantly from a coordinated scientific investigation designed to identify the phenomenon wherever possible.

Historical Lessons from Canadian UFO Reporting

Canada has experimented with different approaches before.

During the Cold War, responsibility for public UFO reports shifted between federal organisations. Historical records now preserved by Library and Archives Canada show that files passed through the Department of National Defence, the Department of Transport, the National Research Council and the RCMP over several decades. The governance gap has greater consequences in the Northwest Territories than in many southern regions.

Large distances already make rapid site visits difficult. Small communities may have only a handful of witnesses.
