Why Did Ottawa’s Fake UFO Go Unreported?

Project Magnet, led by Department of Transport engineer Wilbert B. Smith, was already attempting to study reported flying saucers using scientific instruments. Smith realised that investigators had no way of knowing how accurately members of the public described unfamiliar aerial objects because every reported sighting lacked a known “correct answer”. A controlled experiment could change that.

The proposal was straightforward. If researchers released an unusual but completely known object into the night sky without warning, they could compare any subsequent witness accounts against the actual flight path, altitude, timing and appearance. This would provide valuable information about the reliability of UFO reports without relying on speculation. Unlike many later discussions of Project Magnet, the balloon experiment was not designed to prove or disprove extraterrestrial spacecraft. Its immediate purpose was methodological: to test the quality of public reporting.

How the Controlled Sighting Was Planned

On the evening of 8 September 1952, at approximately 9:45 pm, the team released a balloon carrying a magnesium flare over Ottawa.

The experiment included several controls intended to make later comparisons possible:

  • the balloon’s launch time was precisely recorded;
  • the flare was timed to burn for about one minute;
  • the balloon’s approximate altitude was known;
  • two observers stationed at different locations independently recorded bearings so the object’s position could be reconstructed accurately.

According to Project Magnet’s records, the balloon drifted over the Rideau Canal near Dow’s Lake at an elevation of roughly 1.1 miles (about 1.8 kilometres). What Observers Saw Over Dow’s Lake

From the perspective of the researchers, the first phase of the experiment worked exactly as intended.

Smith’s report noted that the flare was clearly visible from Ottawa. Because it remained nearly stationary while burning and produced no engine noise, the team believed it avoided obvious identification as an aircraft. At the same time, it was unlike the Moon, stars, meteors or aurora. The researchers therefore expected that at least some members of the public would contact newspapers, police or government departments after seeing the display.

That expectation was not met.

What the Silence Did—and Did Not—Prove

The most striking result was not an unusual witness account but the apparent absence of one.

Despite monitoring for reports after the launch, Smith’s team found no evidence that the flare generated the anticipated wave of UFO sightings. That silence can be interpreted in several ways, none of them conclusive.

One possibility is simply that relatively few people happened to be looking toward the correct part of the sky during the flare’s brief appearance. The magnesium flare burned for only about a minute, greatly limiting the number of potential observers.

Another possibility is that people saw the light but considered it unremarkable enough not to report it. Most unusual lights never become official UFO cases because observers quickly dismiss them or assume someone else has an ordinary explanation.

A third explanation is that witnesses did report something informally—to friends or neighbours—but no reports reached the newspapers or government agencies that Project Magnet was monitoring.

Importantly, the experiment did not demonstrate that UFO witnesses were unreliable. Instead, it highlighted an equally important problem: the absence of reports cannot automatically be interpreted as evidence that nothing unusual was seen.

Why the Experiment Still Matters

Although inconclusive, the balloon test was unusually sophisticated for its time because it treated UFO reporting as a problem that could be investigated experimentally rather than purely through anecdotal testimony.

Modern researchers studying eyewitness evidence recognise many of the same issues the Ottawa experiment unintentionally illustrated:

  • witness reports depend on whether anyone is looking;
  • unusual objects may go entirely unreported;
  • reporting rates cannot be assumed from an object’s visibility alone;
  • both false positives and false negatives complicate statistical analysis.

In effect, Smith discovered that measuring public response to aerial phenomena was more difficult than simply placing a strange object in the sky. The experiment provided an early reminder that witness databases reflect human behaviour as much as the objects being observed.

How the Balloon Test Fits into Ontario’s UFO History

Within Ontario’s broader UFO history, the Ottawa balloon experiment occupies a distinctive place because it was not a sighting but an investigation into the mechanics of sighting reports themselves.

Project Magnet is often remembered for its theories about geomagnetism, instrument stations and later anomalous measurements. The September 1952 balloon release represents a different side of the project: an attempt to evaluate eyewitness evidence through a controlled field trial.

The failure to generate known public reports weakened the hope that investigators could easily calibrate UFO testimony against a known target.
