How reports moved between Canadian agencies

Canada did not operate a single national UFO office for most of the Cold War. Instead, reports followed the responsibilities of whichever organisation first received them.

When copied records look like corroboration

This administrative history creates one of the most common traps for researchers.

Suppose an Alberta incident appears in:

This distinction is important because government involvement demonstrates that officials considered the report worth recording, not that they verified the witness’s interpretation. The province contains major civilian airports, military facilities, extensive commercial aviation routes and large remote areas where local police or pilots might be the first to report an unusual aerial observation. Depending on where an incident occurred, several legitimate questions could arise simultaneously:

  • Could it affect aircraft safety?
  • Could it represent a defence concern?
  • Was it simply an astronomical or atmospheric phenomenon?
  • Did police need to document a public complaint?

Different agencies answered different questions. Their parallel interests naturally produced parallel paperwork.

How to trace a report back to its source

Researchers who want to understand an Alberta sighting should work backwards rather than counting files.

Useful questions include:

  • Which document contains the original witness statement?
  • Which documents merely quote or forward that statement?
  • Did later files add genuinely new observations or only administrative correspondence?
  • Were there independent witnesses, or just repeated references to the same witness?
  • Did different agencies reach separate conclusions based on new evidence, or simply acknowledge receipt?

Library and Archives Canada itself advises caution when searching the collection. The catalogue reproduces information as it appeared on the original records, many documents lack complete location details, and searches by place or date may produce only partial results.
