Why reports moved between agencies

A report seldom stayed with the organisation that received it first because no single Canadian department historically held complete responsibility for UFO investigations.

Instead, information moved according to institutional responsibilities.

  • Police could forward reports if an aircraft appeared involved or if another federal agency had greater expertise.
  • The Department of Transport, and later Transport Canada, examined reports affecting civil aviation or airport operations.
  • The Department of National Defence reviewed reports that could have implications for military airspace or unidentified aircraft.

At first glance these appear to represent several official investigations. In reality, they may all stem from exactly the same witness account.

What federal files usually do—and do not—show

Federal records are valuable because they preserve contemporary observations made before memories changed. They often reveal:

  • when authorities first learned of a report;
  • who received it;
  • how officials interpreted their responsibilities;
  • whether aviation, military or scientific staff considered follow-up necessary.
