Common problems included:

  • uncertain estimates of distance, altitude and speed;

Project Second Storey is sometimes portrayed as evidence that the Canadian government abandoned the subject entirely. The historical record suggests a more nuanced picture.

The committee concluded that UFO reports did not lend themselves well to scientific investigation and did not justify a large military programme. As a result, it recommended ending dedicated investigations rather than expanding them. This created an important feedback loop.

Because officials believed most reports lacked sufficient evidence, they saw little value in committing substantial investigative resources.
