Introduction

A Nunavut UFO report enters Canada’s official systems only when it overlaps with an existing government responsibility, usually aviation safety, public safety or national security. There is no Nunavut UFO bureau and, at present, no single Canadian agency that routinely receives, scientifically investigates and explains every unusual sighting. For pilots, the clearest route is to report the object immediately to an air traffic services unit under the CIRVIS procedure. That process matters because an official entry preserves basic facts such as time, position, aircraft and operational consequences. It does not, however, mean that officials confirmed an extraordinary craft. Most reports are treated as preliminary safety information, and cases that present no measurable danger commonly receive little or no identification work. How pilots file CIRVIS and CADORS reports

CIRVIS stands for Communications Instructions for Reporting Vital Intelligence Sightings. Despite its Cold War-sounding name, it remains part of Canada’s published aviation procedures. Current NAV CANADA guidance asks pilots to report airborne or ground objects and activities that appear hostile, suspicious or unidentified. The listed examples expressly include unidentified flying objects, as well as unusual activity in polar or sparsely populated regions — wording particularly relevant to Nunavut.[NAV CANADA]navcanada.caNAV CANADAAIP CANADANAV CANADAAIP CANADA

A pilot is expected to contact the nearest Canadian or United States air traffic services unit, normally by radio while the observation is still under way. A CIRVIS transmission should begin with “CIRVIS” repeated three times and include, as far as possible:

  • the reporting aircraft’s identification;
  • the object’s number, size, shape or other appearance;
  • its position and altitude;
  • the date and time in Coordinated Universal Time;
  • its direction and apparent speed; and
  • any possible identification.

These fields are operational rather than paranormal. They are intended to give controllers and security authorities enough information to decide whether the object might be traffic, a balloon, a rocket, a meteor, an unauthorised aircraft or another possible hazard. From the radio call to NAV CANADA

In normal civil aviation reporting, the air traffic unit records what was said and files an Aviation Occurrence Report within NAV CANADA’s system. NAV CANADA operates Canada’s control centres, towers, flight service stations and flight information centres, so it is commonly the first institutional recipient of an unusual observation made from an aircraft. NAV CANADA then forwards qualifying occurrence information to Transport Canada. How Transport Canada creates the public record

CADORS is the Civil Aviation Daily Occurrence Reporting System. It was established to provide timely information about events in the civil aviation system and to help identify possible hazards or recurring safety weaknesses. Transport Canada analysts receive NAV CANADA’s Aviation Occurrence Report, check other available sources for missing details, prepare a CADORS entry, conduct a quality review and publish the record. Analysts assign one or more event categories according to the information supplied. This creates a useful chain of custody:

  1. A pilot or crew member observes something unusual.
  2. The crew reports it to an air traffic services unit.

  5. Other organisations may be notified or conduct follow-up if the event falls within their mandate.

The resulting database entry is often the most durable public trace of a northern sighting. It may preserve the date, approximate coordinates, route, aircraft type, description and whether the flight was affected, even when no further investigation occurs.

Which agencies may become involved

The agencies are not interchangeable. Each receives or follows unusual-object reports for a different reason, and the appearance of several agency names in one file does not prove that all of them conducted investigations.

NAV CANADA manages civilian air traffic services. Its immediate concern is whether the observation could affect aircraft separation, navigation or safe flight. It records information from pilots and controllers and passes reportable events to Transport Canada. Transport Canada maintains CADORS and assesses civil aviation risk. Its analysts may seek missing information, classify an occurrence and circulate it to relevant stakeholders. The Transportation Safety Board of Canada, or TSB, is an independent accident-investigation body. It becomes relevant when an event meets legal definitions for a reportable aviation accident or incident — for example, a collision, serious injury or significant risk to an aircraft. Pilots, operators, crew members and, in some circumstances, air traffic controllers must report qualifying occurrences promptly. NORAD, the joint Canadian–United States North American Aerospace Defense Command, is concerned with aerospace warning and control. It may receive information when an object appears unidentified, potentially threatening or relevant to air sovereignty. NORAD’s role is to detect, validate and respond to possible aerospace threats, rather than to provide public scientific explanations for ordinary civilian sightings. The RCMP and local policing services may receive reports involving suspected unlawful activity, danger to the public or objects found on the ground. Police information can also contribute to a CADORS record. This mandate-based structure explains why two Nunavut witnesses can see apparently similar objects but leave very different official records. A pilot near a controlled route may produce a CIRVIS report and CADORS entry. A person watching lights from the ground may contact police, an airport, the media or a private UFO organisation and never appear in a federal aviation dataset.

The 2018 Baffin Island report in practice

Nunavut’s best-known example occurred on 24 November 2018, when the crew of a Nolinor Aviation Boeing 737-200 flying from Iqaluit towards the Mary River mine reported a bright, changing light over northern Baffin Island. The pilots contacted aviation authorities, and the event reached Transport Canada’s CADORS system under CIRVIS/UFO terminology. The report also stated that NORAD had been advised and that there was “no impact to operations”. Those two details illustrate the system’s priorities. Passing the information to NORAD addressed the possibility, however remote, of a security-relevant object. Recording that the aircraft continued safely addressed the civil aviation consequence. Transport Canada cautioned at the time that the information was preliminary, unsubstantiated and subject to change. The pilot’s fuller description, relayed through the airline, said that the light appeared to change between red, green and white; the airline representative suggested that a star, meteor or another natural phenomenon remained possible. The episode shows both the value and limitation of official reporting. The institutional trail supports the conclusion that a real observation was promptly reported by an identifiable flight crew at a known place and time. It does not support the stronger conclusion that officials verified a structured object, unusual performance or technology beyond conventional explanation.

Why an official entry is not a scientific verdict

CADORS records are initial occurrence reports. Their principal purpose is to alert the aviation system, preserve information and permit risk assessment. Transport Canada says the data are preliminary and may be corrected or expanded as more information arrives. Three distinctions are especially important:

Recorded does not mean confirmed. An entry confirms that information was received and processed. It does not necessarily confirm the object’s reported size, distance, speed or even physical presence.

Unidentified does not mean unidentifiable. The label may simply mean that controllers or pilots could not identify the object during the available observation. With better astronomical, meteorological, satellite or traffic data, some cases might later receive ordinary explanations.

Unresolved does not mean extraordinary. A report can remain unresolved because it lacks the information needed to test alternatives. In Nunavut, great distances, darkness, few ground observers and limited publicly available sensor data can make retrospective identification particularly difficult.

The Sky Canada review found that UAP reports represent a very small proportion of CADORS occurrences and that Canadian authorities generally do not investigate further when a sighting raises no serious safety concern. Where the present system falls short

Canada’s reporting architecture is reasonably effective at answering an immediate operational question: does this observation threaten a flight or national security? It is much weaker at answering the question most witnesses and readers ask later: what was it?

The Sky Canada Project identified no cohesive, standardised national system for public UAP reports. Information is dispersed across Transport Canada, NAV CANADA, police, defence organisations, other departments and private groups. This fragmentation has particular consequences in Nunavut. Reports may originate far from major air traffic facilities, witnesses may have limited access to the appropriate reporting channel, and evidence held by an airline, airport, police detachment or defence body may not be combined into one case file. A sparse CADORS narrative can consequently become the whole public history of an event even though additional operational information once existed elsewhere.

The 2025 Sky Canada report recommended naming a federal lead organisation, creating a dedicated reporting and investigation service, improving collaboration between Transport Canada and NAV CANADA, and linking reports from pilots with observations submitted by the public. It also called for greater access to data and more systematic scientific analysis. For assessing Nunavut UFO history, the safest reading is therefore precise but modest: an official report is valuable evidence that an observation entered a recognised Canadian safety or security channel. Its strength depends on the detail preserved, independent sensor support and documented follow-up. Without those additions, the entry records an unexplained report — not an official judgement that an extraordinary aircraft was present.
