Why hidden lamps make the pillars seem airborne

One reason light pillars generate UFO reports is that the actual light source is often concealed.

A driver approaching a town may see only the glowing columns rising above a distant ridge while the streetlights themselves remain hidden behind hills, forests or buildings. Why the pillars can appear to move
